Reygul isn't getting upgraded, at least for now.

He might scale to rain's meteors which are building level but who knows, rain never used that in their first fight, and it's been noted that rain has gotten stronger since then, albeit reygul is the main villain of the series so eventually he will fight rain, and he probably has more hax but we don't know atm.
