Isaac particularly utilizes his Stasis Module, which will slow Azurill to a crawl and then Isaac can open fire with his weapons. Sing won't work on Isaac since he resists Sleep Manipulation, and even with the 25-yard gap, Isaac still outranges Azurill because it can only go up to 10 meters (which is about 11 meters). So Isaac freezes, outranges and outguns (since his guns are stronger than his physical stats).
