Are you sure Hogan shouldn't be higher? His justifications all sound 9-B.

Yeah. Nothing suggests that physically he's 9-B. His explosives are easily 9-B though but they aren't being used here.

I'm not sure about that. It's in the forests outside Stalag 13 so lots of trees and bushes and such. Joker has stealth mastery over Hogan but Hogan knows the environment so it evens out

I doubt AP will do much of anything. Both one shot with guns.

That being said. Unless Arthur places his first shot just right, he probably gets outskilled. And if he could get that shot in. I have a hard time saying he would in a new environment while also in a harder to see area. (With trees and such). So I don't see him landing that first shot well enough. And that gives his location away taking stealth from him. Where Hogan isn't gonna lose his understanding of the environment advantage. And that's assuming Arthur even saw him first. If he didn't. Hogan is likely the better shot. So I'm going with hogan taking it more times due to skill and environmental advantage
