But, the 2D being is manipulating:
2 spatial dimensions+1 temporal dimension,
which adds up to 3 dimensions,
which means the 3D being will be affected.
Why would the 2D being need their time hax to be 4D for the 3D being to affected?

There ins´t a direct way to we have a spatial dimension and a "time" dimension in the same dimension afaik

What if my 2D being attacked a being who:
was made up of 2 spatial dimensions+1 temporal dimension ( which would make said being a “3DSTC being”).


The 3DSTC being may be made up of 3 dimensions but…unlike the 3D being ( who is only 3 spatial dimensions ), one of said dimensions includes a TEMPORAL one.

Which basically means:
A 2D being with time powers can AFFECT a 3DSTC being but, the 3DSTC being can fight/resist back.
Is this correct?

No, I dont think they can fight back unless they have some means to control or resist the effects of time hax.

if the time hax is legit instead of a being a weird 2D version of it, 2D being woul win easily, normally a 3D being can't properly fight a 2D being due to the size or geometry difference, and neither can the 2D being, but being able to just stop time, walk like 10 meters away just for safety, unpause it and then age the 3D being to death, or de age them, or mess their perception of time to break their mind or give them a heart attack, wait for them to trip and accelerate their fall to be deadly, etc makes this a cakewalk
