Okay so, to put my vote:
My vote is Julius.
However I wanna clarify that this is indeed not a complete stomp and there
is win-cons for Gojo so I will play a bit of devils advocate here.
Julius' main win conditions are his Mana Zone and his time-based attacks. With Mana Zone,
he can dominate the surrounding space to nulify Gojo's Infinity and,
by controlling all the mana within that area, launch his attacks anywhere in that area, even
his Chrono Stasis spheres, which, even without mana zone, would already bypass Infinity if they hit,
due to being time based attacks. He could also
seal Gojo like he did to Conrad.

Now time to devils advocate a little on why Gojo can indeed win and this isn't a stomp.
Even though Julius' spheres are time-based, they are clearly not unavoidable by people comparable to Julius in speed,
as Patry dodges them, sometimes even when Mana Zone is activated with
them obviously being comparable in speed. With
speed being equalized here, there's no reason Gojo wouldn't be able to evade the Chrono Stasis spheres as well, especially when
he can enhance his own speed using Blue to the point he is able to blitz people that are normally on his level like Sukuna in short bursts.
Now, on top of all of that, Gojo would immediately know about the spheres abilities and why they dangerous to him thanks to the Six Eyes,
as it lets him understand a technique just by observing it once, so after seeing Chrono Stasis in action, he'd grasp exactly what it does and realize that Infinity won't protect him from it, alongside the fact that, s
ince he can perceive cursed energy in extreme detail, he'd also understand both the attack's potency and Julius' power almost instantly.
It's kinda obvioust that Gojo would have the awareness to understand how much of threat Chrono Stasis is, and has the capability of dodging it here consistently.
As for how Gojo can actually win, he has the huge advantage in lifting strength. Gojo scales to around baseline
Class G (1,000,000 metric tons), while Julius currently scales to
Class M (~144,482 metric tons), this gives Gojo
an advantage of around 6.9x, with hit even being higher with Blue. This is important in a fight, not because it is a win-con for Gojo but makes Gojo able to make Julius win-cons harder to be the case. In-character,
once he realizes Toji had a way to bypass Infinity, his immediate response is to maintain distance using Blue constantly non-stop until he finds a way of beating him, only reason he stopped being due to the distraction of having to save Amanai at the same time. In this fight, once Gojo understands that Julius can bypass Infinity and a single attack could kill him, he would therefore have the around the same approach he did with Toji. Considering the basically 7x gap in lifting strength as I said, Gojo can keep Julius at a safe range, with Julius being basically unable to to resist being pulled or pushed back by it, which would make his chrono attacks win-con weaker and harder to achieve considering Gojo would basically be controlling how far away Julius will stay away from him, dodging would be much easier. This would also basically make the sealing almost impossible or at least very unreliable unless Gojo messes up somehow and/or Julius finds a way of tricking him.
So Gojo
can resist/stop two out of the three win-cons Julius has, at least for some time, not saying they won't work ever but they will be way harder to happen than normally.
As for Gojo’s actual win conditions, it comes down to his Domain Expansion. If he uses it and it hits, the fight just ends. Julius has no real way to resist or counter it once inside and it's over from there.
Combined with what I already explained with how he would fight here using Blue controling the distance prolonging the fight,
it is very plausible that Gojo could stall, realize it isn't enough, and resort to his Domain.

At the end, the outcome will depend on what happens first. If Gojo activates his Domain Expansion before Julius hits him once, he wins. But if Julius manages to get Mana Zone up within effective range first, something he can realistically achieve, despite Gojo’s Blue advantage, considering his
teleportation and
precognition. If that happens, the win will go to Julius
since he will be controlling all the mana within that area and can just spawn attacks directly on Gojo without Gojo knowing about it until it happens.

The reason I lean toward Julius and my vote is still with him comes down to how they both would act in-character. Julius is simply way more inclined to use his win condition first, especially under
our standard battle assumptions for their state of mind. While Blue would stall him for a time, most of the time, in-character, Julius would use his win-con before Gojo does.
- Gojo, especially early in a fight, acts way too cocky and playful. He every single time mocks his opponents and prefers to engage in stuff like H2H and sometimes even holds back (like against Jogo), rather than just end things, even in a high-stake situation where losing could have serious consequences, like him dying or everyone he wants to protect be in danger. He doesn't rush to use his Domain Expansion immediatly, it's not an instant or default opener, even when he's going all out. Gojo enjoys the fight itself to it's fullest, his mindset would also make it more likely that he'd be the one initially engage Julius (likely H2H) rather than going straight for a domain or waiting for Julius to attack.
- Julius, on the other hand, fights way more seriously and straightforward. In his main fight against Patry, he immediately uses Mana Zone combined with time acceleration to predict and react to attacks right after the first attack from him, and he maintains that mana zone and precog on throughout the battle. And this in a fight where it's said that he was holding back due to Patry still inhabiting William's body who he didn't want to kill (which is why he never uses any offensive attack despite it being an enemy that could cause massive consequences). We also see that when Julius isn't instinctively holding back due to a condition like that, he immediately goes for the kill, as it was the most efficient way to win the fight against the Eye of the Midnight Sun members. Against Gojo he also wouldn't have that condition. He would go on the offensive right away once Gojo engages, and would quickly choose the fastest and most efficient way of winning, which leads me to believe he is way more likely to use his win condition first rather than Gojo.
TLDR: Julius wins in my opinion but it ain't a stomp as the thread has been saying, Gojo does have win-cons and
can win depending on how he takes the fight, in my opinion he simply loses because of how both characters act.
