Standard Tactics: Fluttershy is very pacifistic, and somewhat cowardly, so she typically avoids combat herself. Usually, she tries to use the Stare on animals, though against other creatures such as the BugBear, she will fight along with her friends. She has no standard battle tactics when fighting alone against a being her Stare won't work on, and is typically the one who does the least amount of actual combat.

Weaknesses: She can completely lose her cool when angry, she is cripplingly afraid of dragons, is typically very pacifistic and somewhat cowardly (though she will face her fears if her friends are threatened), and she has severe stage fright. Although she has since grown out of it, in the first half of the series she was so shy she could barely speak properly in front of strangers and she could not say "no" when asked to do something she didn't want to do. Her Stare has little to no effect on magical beings or more aggressive creatures like flash bees. The Big Mac Proposal reveals that she has coulrophobia (a fear of clowns).

She also has a fear of heights despite being able to fly. Plus no heat resistance, so Homelander's heat vision is a win con

This is an iffy one. It's called "the stare". It's not real fear hax as it doesn't work on more aggressive beings such as homelander. Not really THAT much of a wincon.

The stare may not work on Homelander due to him being an aggressive foe and a sadistic human. He'll kick the horse's ass.

Homelander can still win via being more aggressive from the start, heat vision. But the moment Fluttershy gets angry enough she'll treat Homelander like how Mark did to Angstrom on pure accident

At the start Homelander wouldn't take her seriously at all. Fluttershy would try to reason with him, even if she knows his crimes. Homelander heat visions her and she either is hit or dodges scared. But the single nanosecond Homelander destroys her cottage, mocks her kindness or harms her animals she's crashing out and one shooting him, killing him accidentally

Now the question is, can Homelander hit her with his heat vision frist before she crashes out?

Well given she starts out slightly stronger then Homelander, isn't a fighter, will try and reason with Homelander and duck or dodge his attacks means he could hit her with heat vision and igore durability via heat damage... it's just Fluttershy's win con is crashing out enough where she'll punch him, but even when mad she usually yells and tells them off... unless she's really mad, like Homelander burning down her cottage or him killing animals and given how Homelander is... well he'd do

Honestly even without prior knowledge she'd tell Homelander's Charging heat vision given his eyes glowing like when a unicorn horn glows
