Because Krillin Upscales from Baseline and Lucy is like 7.1× that along with the fact that her Vectors work like blades whenever she isn't using them to cause explosions.

Don't bump threads unless 8 to 12 hours have passed since the last one. That being said Lucy still beats his ass with attacks that are 7.1× stronger than him and he can't even perceive in the first place. Not to mention, she uses them as Blades more often than not so he can't block it either, especially since she could just phase through him with them.

Yes, but he can't perceive her Vectors so they completely blindside him.
Krillin never opens with the Kienzan unless he already knows he's Massively outclassed and even then, this is Saiyan Saga Krillin who also knew he was Massively Outclassed by Nappa and didn't use the Kienzan until several of his friends had died beforehand for some ******* reason.

Holy shit, someone actually gave him somewhat of a Calc? About damn time that happened, but he's still weaker than her and she can still just bisected him, decapitate him or rip his organs out like she does almost every single person she kills since she goes for instant kill moves as fast as she can.
Even if he can sense their Ki, he can't see them to tell how big they are or how much range they have so she has a massive edge against him regardless.
