Misato is the better soldier here. And the better woman.

Misato is stronger, faster, smarter, more agile, more skilled, and stronger than Mai is. Whereas Mai scales to a bunch of ragtag freedom fighters, Misato scales above highly-trained Japanese military elite. And, whereas Mai has 9-B durability, Misato has a smaller and more accurate firearm (i.e., a pistol), with a larger clip size than Mai's shotgun, that she can jump around with and that will completely "bypass" her durability. And, if they were to engage in close-quarters combat, Misato has the Lifting Strength advantage by virtue of actually having feats, so she could easily restrain Mai and possibly even break her body, since she is out to kill in this scenario.

But then again she has tear gas and poison grenades, so voting for Mai.
although, if she has her radiation suit, she would most likely be unaffected by the poison...

So, inconclusive?
