Actually, Black got another Zenkai after his beatdown from Vegeta and got massively stronger when unleashing his Sickle of Sorrow, to the point that Black's strength exceeded his own understanding

SSR Goku Black is also superior to SSBKK10 Goku by Gowasu saying that Black is the strongest fighter at the time

Regardless, while 17 has the AP advantage, Goku Black is far more versatile, can become much stronger with each zenkai, and can negate durability with the Sickle of Sorrow, as well as create clones that will keep 17 busy while Black attacks

Android 17 almost literally never self destructs in character. He only did it once, and even then, it was only because Goku and Vegeta would be knocked out by Jiren had he not done it
