I'm unsure where HIM's Type 8 comes from or the effectiveness of it.

That aside, Sonic has several ways of incap at his disposal, is far more versatile, more experienced in combat against a myriad of different foes, has the AP advantage, and simply has way more going for him than vice versa. It's just another run of the mill villain for him with not much to offer, so I vote for Sonic.
