Plot: Speedwagon travelled across the omniverse and wound up in Sekiro, Wolf is still missing his sword so Speedwagon decides to take on what looks like an important samurai in their way.

Speed is equal, both are 9-B. SBA etc etc

Excellent, Speedwagon is still relevant.

With this in mind, I think Speedwagon takes this, despite the possible AP advantage Yamauchi has. Speedwagon has a significant range advantage and holds the advantage of surprise against his opponent, as he will be using weaponry that Yamauchi is not familiar with.

The caveat is that Yamauchi is probably the more skilled fighter out of the two and could knock Speedwagon's hat out of the air with his sword, at which point Speedwagon might succumb to fear and retreat. I'm voting Speedwagon right now, but with high difficulty.
 
Speedwagon probably takes it with high difficulty, since Shigenori could still keep up against Sekiro and could still deflect the hat.
