Speed equalized, Master Chief has any equipment over 9-A restricted, so no Spartan Lasers or anything. Fight starts in Luffy's combat distance so Chief can't just snipe him. Chief's second key is being used.

Yeah so Netflix Luffy absolutely f***ing sucks at fighting. His attacks are easily telegraphable in which Chiefski would easily dodge with his beyond military training and not to mention about the overwhelming AP gap.
Might go with Chiefski here, mid-high diff. Sure the LS gap might get him somewhere but the skill gap in between chiefski and Luffy is just an edger here.

He may not be as good skill wise but he makes up for it in agility and the sheer nimbleness of his body. Luffy will be a difficult target for Chief solely because of his physiology and abilities.

True. Luffy is a goofy and his attacks will be predictable. Regarding the AP situation, his signature abilities come into play here;

Not a good idea to hit bro with blunt attacks. Its futile and only issues hurt to Chief when reflected back, not towards Luffy. It also gets him in vulnerable spots that off sets his balance due to the blunt force produced by Chief's own attacks being nullified, making him vulnerable to grabs... As a Class 10 LS character... A Class K Grab from Luffy is bad news because that ends up with him getting flung far with incredible force which Luffy uses in character. All is not loss for Luffy despite the skill disadvantage. He makes up for with his numerous abilities and specialized counters towards Chiefs own capabilities.
 
Luffy reflects round bullets, master chief’s are sharp and piercing. Master chief just shoots him in the head, absolute stomp (it might as well be a guy with a gun versus a regular dude here)
 
Yeah like if Luffy can't disarm Master Chief of all his weaponry then he just gets shredded by Machine Gun fire
 
I think this is a complete stomp. Unless it's proven that Luffy can do something against the Chief's weapons.
