I think they're basing it on God Sigma. However, Reppuzan covered the issues with that feat- even in their Super Forms, they couldn't overpower Sigma directly.
I don't really know why it's like that. Sonic's disrupted Chaos Control was directly responsible for nearly destroying his universe, and any and all parallel universes in the Archie Sonic Multiverse were destroyed with the sole exception of the Sol Dimension (That is to say, Blaze's homeworld).

It's a big question mark. It's safer and less likely to cause trouble if we just use the low-end (Planet Level) which does have a solid basis.
If you're talking about that cutscene where darkness seems to spread over the planet, it's highly unlikely it represents Dark Matter controlling the planet, as a similar cutscene plays out when Yveltal turns everyone to stone.
