    I would say master chief because of his armour and reaction time.Plus if we are talking about 7-C The RPG would be a problem for master chief as it needs no reload.But doomguy is at a disadvantage as his arms are legit sticking out of his suit with no cover,not to mention .Chiefs mingun also...

    Also when Isaac uses med packs keep this in mind,Quote from the dead space wiki . So basicly he just has to keep fighting and the suit will heal him without him acually doing anything.
