That's Empowerment, absolutely nothing remotely suggests his ice weighs Class T levels of mass, just like Stronger's electric blasts doesn't weight Class G levels of mass just because he physically is (and electricity is what makes Stronger.... Stronger).
All it says that Elemental Powers boost the users' physicals and the absence of it makes them weaker. Absolutely nothing suggests that the ice he generates weighs trillions of kilograms (does his fire also weighs such mass? 👀)
