Yes, That's exactly why they're better. Luminous Being probability manip is simply by virtue of being higher tier with no mechanic or feats other than minor explanation. Which can be replaced by anyone at the same level.

I have a question; what about character who has immeasurable by virtue of a certain space? If he's out of that space, he'll just be normal, but inside, he fulfill all the requirements for immeasurable.
