Jaune has shockwaves and Caesar doesn't have a AP calc (iirc) to show that he would one-shot Jaune. Jaune would probably be able to put up a decent fight in close quarters, but he'll be half dead by the time he gets there.
I wouldn't call it a stomp, but Caesar wins 9/10.

She's fought many, many more times. In the tournament, she never just started with it, and there was always a battle first. Weiss has a lot of abilities and only sometimes resorts to freezing, usually as a finishing move.
He still used it. That's that. In theory, he could use it. After all, Weiss doesn't aim to one-shot every enemy with insta-freeze and has only done that on a couple of occasions throughout dozens of fights.
He used it twice. It's highly unlikely he'd start with it, but if he saw none of his techniques working, at all, he would certainly resort to it, don't you agree?
If you have three levers to solve a problem, you use two and they don't work, and you're left with only one you normally don't use...
Also, OP said 8-C keys and forms, so that would restrict some of her Dust techniques, although OP should clarify.
In volumes 1-3, she's only high 8-C with her dust and a few other things, so it can be assumed he meant none of that.

Yang loses, hard. More or less decisive or low-diff for Giorno. She can't get close since he one-shots, she can't hit him because plants/animals, and Giorno will certainly try to force her into melee range.

Yea, Thanos' attacks are slow and predictable a lot of the time, and the rest is just lasers, which CH will compete and surpass with his weaponry, better range, and accuracy.

Right, but she can time manip. You can't reshape your body when time is stopped. She could time accelerate and position herself staring directly into his eyes.
Yea, and in a long, extended battle, she'll get a stare or bite off at least once. She has time manipulation, so this won't be too hard in closer range anyways.
