Since it kills someone with several layers of resistance to soul hax in seconds, seems so.
If we assume that his soul is as strong as star of game frisk, he could survive one bone for 0.3 seconds.
No, Saikou litirally said that he wouldn't talk when not fighting a reality warping immortal being that he know he will fail against, and that went out of it's way to torment him and an entire species.
Him talking while fighting is a non-factor, since Rohan wouldn't be able to survive that far.
But he is going to one when he knows that he can actually win.

Exept he did have a reason, since he knew the thing he was fighting, he was breaking a promise and even had some personal beef thrown in there (The whole "Do you think anyone can be a good person").
