-Yes, humans can indeed take some 9-C attacks, because real life durability is way more complex than our simplified system. Certain 9-C attacks will immediately kill a human like a bullet to the head or even a baseball bat...
Just to add, in What If? (as well as some canon books before that iirc) it was confirmed that the events of Iron Man 2, Thor and The Incredible Hulk happened during the same week, so it's not like there's a massive time gap between Hulk's appearances.
Earth's Mightiest Heroes cartoon top tiers are 7-B if you restrict the High 6-C rating. Or Iron Man Models 20 from the comics, although you'll have to check if the powers and abilities are a mismatch.
The mechanics of everything is not equal to nukes though. Nukes release light, heat, radiation, the blast itself, and many other forms of energy. If the device was like a nuke then, well, we would have seen a fiery blast and the entire area would have been levelled.
Batman's devices aren't nukes though. A nuke with a large amount of energy only produces a certain amount as sound energy because there's the blast, there's thermal energy, a bunch of radiation, etcetera. So I don't think weapons designed to mainly be sound energy attacks would scale...
I'm skeptical of "at least" rating in real life profiles considering tiers themselves have ranges and supposedly there isn't the uncertainty in fiction that prevents us from giving a concrete rating in real life.
So unless it's a very poorly researched animal or one that's extinct I'm not sure...

I think in general we have to avoid the sort of scaling or certain feat = certain AP mindset we do for fictional characters on this site as our system is way too simplified to accurately represent real life. A case-by-case basis is best for rating these real animals.
Surviving a bite is sort of a healing feat as the teeth do indeed pierce their skin after all. Unless we're talking about the strength of their bones.
The problem is piercing damage currently is just listed without a rating, which is kinda unfair to animals who have stronger bites than punches...
They kill lions and buffalos in groups with sharp teeth/claws.
Also in general we have decided to separate biting and KE from regular stats, so 10-A is for the physical strength of a hyena.
