Probably not for a few specific reasons.

He has nothing to actually put down WoU (meaning if they tie, the match just becomes "WoU outlives lmao" which is ******* stupid and dumb and any match that leads to that type of shit shouldn't be made).
WoU's probability luck funny meme yap scales higher (Fate in JoJo is like HD shit), and can straight up overtake someone else's abilities. And isn't restricted to just damage but can also cause diseases and other stuff which he doesn't resist. Incap is also funnily an option as WoU has stuff that can transmutate parts of the body into rock, or cripple viu asbetos.

The match will probably just be a hard inconclusive, WoU outlasts or the flow messes with his bad luck or abilities to make them backfire, or he gets omega aids and dies in like a year.

Mind you, Toru might be taken out best case (though he usually stays far, far away from the fights), but Toru is literally just a accessory to WoU, killing him is like killing Carne, just makes WoU stronger.

But yeah, Bernard doesn't actually have anything that can put WoU down, or even really hurt him, while WoU, while not exactly something that would happen right away, does have stuff that can get past that pesky regen.

Like, there WOULD be a fight, Bernard won't be dying right away, but idk if I'd call a match he literally can't win fair even if he himself lasts awhile.
