Canon doesn't, it's just basic time stop.
Jorge and EOH both have layers though. TWU evolved after Kars stopped time (Kars' time stop froze Dio and Dio didn't even realize he stopped time, moved, etc, while looking right at him). And TWOH Jotaro can't even perceive when he stops time anymore let alone even have the chance to use his own to act.
