This seems to be talking about parallel time dimensions, at a glance, not higher time dimensions.

The translation from the raws I got via Wankbreaker was: "The Dangai is a space surrounded by torrents of time layered upon one another in a cut-off space." Since these time layers are described as being layered upon one another, I assumed they would be higher-dimensional rather than parallel. If they are only parallel, would the time axis that encompasses all these different axes still qualify for at least low 1-C? Thanks again!

No, not really. "Layered" is a condition that can be met just fine without involving higher-dimensional space, obviously. Don't know about the other thing, will look later.
