Considering though that Goku gets a 64 times increase in climbing speed, could that mean a 64 times increase in at least his combat speed too?

Needs to be stated, plus climbing weird, his climbing evidently isn't 1:1 with combat given, well it's dogshit, bro is well into mach speed by that point yet he's sub human climbing? Probably a mix between climbing form getting better, dexterity, stamina, prolonged LS and speed.
Which is to say, just calc bro escaping the underwater cave or attacking muscle tower, for later, him swimming across the ocean would be decent for both low movement and stamina.
