1. Yes i'm Vietnamese
2. Conceptual Manip is a stretching, while it is not entirely NLF wank, VSBW strict standard will not accept unless some good solid evidences about manipulating concept are shown, at best it is reality warping which already on many DBH/DBXV profiles. About Data and Information Manip, it is a possibility though

The proof is that the data records are only one (for example, there is only one data record about the branching route about choosing Vegeta as the instructor, even though any previous route could branch to it)
They are not story/timeline branches merging after branching or overlapping because DBX follows MWI (many worlds interpretation) as we know it and these are not timelines but their Data Records. Also multiple branches about the same event cannot exist at the same time because they have been deleted and reset by Fu (but not the Data about it).
That is, they are abstract and universal (which are the only things in common of all physical timelines branching off of it without merging/overlapping branched routes or timelines) in accordance with vbw standards.
Is this enough in your opinion?

Thanks for your opinion
Also can you tell me why you think it's not enough?

Unless it blatantly stated it is Concept in natural, metaphysic which could qualify for Conceptual Manip, then no

Question related to xenoverse and Tiering (well L1C stuff and I don't have very good memories of it here, anyway)
A world is where the flow of time literally gathers, in other words the entire Spacetime (past, present, future) of at least 2A multiverse contained in this world in the form of sphere finite object inside any finite Three-dimensional space and so causing heavy damage inside this world will destroy the entire 2A multiverse (and larger infinite sets of its) , also Dragon balls can also be used here continuously without time rest by its nature listed above (all past, present and future of infinite timelines exist simultaneously here) heavily implied Higher temporal dimension
bonus: If you're curious about what i said, I can say this is Toki Toki world/universe
The place that contains the contol city, time Vault and Toki toki city at its edge (don't mention about scroll of eternity stuff, they don't related)
So do you think this world is L1C and qualified for Higher temporal dimension?
