I'm concerned that Ei's Electro attacks would almost certainly not qualify to be considered real lightning, especially so in the linked scene. It's explicitly supernatural in nature, it does not operate as cloud-to-ground lightning, it is directly controlled in its direction and target rather than travelling through the path of least resistance, and I cannot recall instances of Ei's Electro attacks possessing any traditional properties of cloud-to-ground lightning. I highly doubt the above calculation can be used on the basis of that standard.

Which is what I'm not sure about. Balladeer's attack style isn't lightning, it's Beam, so I'm not sure if it should be able to use the same speed as Ei's lightning.
