No you've misinterpretted the scene. Zoro holds back every single time in the new world when he begins a fight regardless of the situation, he did against Kaido someone who he has a grudge against and he knows he should take seriously.

Zoro's words to Luffy not being serious wasn't him saying Luffy shouldn't hold back his power level, it's in response to the fact both of them lost due to sleeping gas/lack of oxygen. He was scolding himself for allowing himself to be defeated like that, as indicated by Sanji's response to Zoro's words.

Zoro is a hypocrite, literally after that scene he proceeds to hold back against Monet despite the poisonous gas and even the risk she poses to his own crew, that's just Zoro's flaw.

Luffy isn't holding back his punches or his speed on randoms.

Again Zoro attacked Doflamingo, the shikibukai who had just unloaded a magazine into Law in front of him. He was against an enemy he already knew was powerful that just seriously injured his friend. I don’t see how you can say he was holding back against Doffy but Luffy was going all plus ultra against fodders when we know for a fact Luffy had a whole new Gear since before the New World

You're comparing two different characters, I can very easily say Zoro was holding back since he literally see later on in the encounter Fuji have himself and his gravity Overpowered and visually see his shiver from the attack.

We see Zoro in the wano arc not go all out in his first attack against Kaido, we literally see him not use Armament. It's in character for Zoro to not go full power in every encounter, the same can't be said for Luffy. Luffy not using gears doesn't mean he's holding back the power of gears he has shown.

Your comments are just becoming "well I think Luffy held back" and "why would Zoro hold back, I wouldn't". I don't have the time to entertain such discussion, so if there is no further evidence against the currently applied scaling then if appreciate if we could drop it.

I’m reading through the chapters as we speak. On panel Fuji shivers, then dodged the flying slash. He wasn’t overpowered. Since Fuji’s eyes are always closed I’m inclined to believe this is how his OH presents itself.

against Kaido, chapter 1001 page 7, Zoro says verbatim “don’t lose focus for a single instant, Luffy”. The attack you’re referring to is him using Enma, which as we see on page 10 of the same chapter Zoro is still trying to figure out. The consequences of losing control of Enma is becoming a husk, I don’t think we can use that as evidence of holding back being in his character
