Basically I want your opinion on smth
Let's say, the entire world is made out of data and information, like literal 1's and 0's.
And you have the ability to completely affect and alter the data/information of the world and in doing so can achieve any effect (Similar to Plot Manipulation and how altering the plot will affect the fundamental aspects of reality)
My question here, is being able to completely manipulate/alter the data/information of a world made of data/information considered Conceptual Manipualtion up to Type 2

No it wouldn't, it would just be data manipulation and type 2 information manipulation at best, nothing about it is conceptual unless you can provide the evidence that informations and concepts are used interchangeably.
