That was actually corrected in the volume release, he states that his body felt weird since the third time he wore the suit (That being after using it to save Momo).

If you're implying it activated after he wore the raid suit the first time then idk if anything supports that, and characters not shown training despite becoming stronger isn't really a justification as that's been the case throughout the series.

1. Forgot he wore it at the mixed bath.

2. It's just that Sanji's not the training type like Luffy and Zoro are, so it's hard to know whether his Onigashima key could just be considered everything after his Page One fight.

2.5. I mean, it's just that it could include stuff after his second use of the Raid suit (since he uses it for the 2nd time in the bath basically right after the first time).

I'm honestly just asking because if his Onigashima key were to be used, him taking an attack from Drake and getting up with mainly just bruises wouldn't be an outlier.

I mean, Zoan Drake did endure Apoo's Devil Fruit attacks (which scale a good bit above Base Onigashima Sanji) off-screen when he and Hyogoro fought Apoo.

And Sanji only used his base kicks against Drake, not his Diable Jambe.
