I personally won't upscale unless it's less than 1.5x jump

Another question

X (500 Gigatons) High 6-C
<Y One-Shots>
Y (?)
<Z One-Shots>
Z (?)

Do we upscale Y by a factor of 1.5 (High 6-C+/750 Gigatons) or simply upscale Y to the arithmetic mean (High 6-C+/550 Gigatons)?

And as for Z, do we upscale Z by a factor of 1.5 (Low 6-B/1.125 Teratons for 750 Gigatons or High 6-C+/825 Gigatons for 550 Gigatons) or simply scale Z as "At least High 6-C+ (550 Gigatons)"?

No, Y doesn't upscale by 1.5x, that would be a multiplier, it just means that you can jump the character from 500 Gigatons to the mean of 550 Gigatons and it stays there

As for Z, if someone one-shots a dude who is 750 Gigatons, then they would just be 1 Teraton, you can only upscale to the Baseline values of a tier
