Late answer, but, if my input is still welcome here:

Personally I'd take the measurements given in later lore over the 12,000,000 km² figure from the Arena manual, especially given how old and not necessarily reflective of later developments of the setting it is. Anything from later games takes precedence over information from it, in my opinion. Although I assume that, even then, the exact measurements of Tamriel would be variable? Would you happen to be familiar with some of the suggested figures? Since the UESP page just mentions they exist without going into specifics, it seems.
