Tbh the high tiers need to revised. BCs and other capital ships should scale to the heroes since nothing implies that they can't be harmed by them.

Actually 8-C is where the known fodders to mid-tiers stand, and unless they got statements to scale to capital ships which can tank his from the leviathan or of course, have good reason to scale to HotS onward Kerrigan, can't really be higher lol

Immortals kill Hybrids reliably and consistently like when Artanis immediately ordered their deployment to defend Raynor's base when they got psionically assaulted during the 2nd Korhal mission of LotV. And Immortals are dwarfed both in size and firepower by the capital ships. Kerrigan could never do everything she did alone too. She still needed an army to punch through Korhal and such.

Add what specifically? and if you mean some more I think that's up to you. It's good enough to me imo. Also he's High 6-A via access to apocalypse class nukes that as emperor of the dominion should have access too lol. Said nukes can engulf an entire planet.

I like to think like that mid tiers like the Siege Tank and Immortals should be at least high 6-c, possibly high 6-a since they're labeled as heavy hitters in-verse

Also I don't think Mengsk should have resistance to mind control. He never showed resistance to it as far as I can remember. He can only resist getting his mind being read by psionics
