Quick answer, the game is super ******* inconsistent and doesn't follow its own rules.
Long answer, HA Dio has multiple feats where he actively uses his ability, in some manner or the other, without direct contact, whether it's by statement, or just like, RO'ing stuff without having shown any contact. Plus the Japanese version doesn't say he needs contact, only that the power originates from his hand (Kinda like Gold Experience's Life Giver). I mean the short answer is game is a ******* mess, long answer is he's shown and said to do it without direct contact multiple times and the JPN version doesn't have a direct hard statement saying he needs contact like the ENG version. Tbh I'm neutral on it, but the game is literally just fanservice shit and didn't really try to stay cohesive beyond "Jotaro is buff" and "Dio also buff" so never really expected flawless consistent with it when the premise alone is built on a paradox.

Huh, I see, but we got a cutscene of HA dio touching jolyne and Jotaro so I not sure if it is super inconsistent or something.

I mean, he can do it with contact, he just also sometimes doesn't. The power at the very least is sourced from his hands, but sometimes it has AOE, sometimes it doesn't. Inconsistent wouldn't be far off tbh.

Can you tell me what other feats HA Dio did have that didn't require physical touch? In fact, that will been way better than just having to just rely on only statements for that matter.
