Could maybe work, although I do wonder if the mindhax is even effective here given that Buzz's mind is technically bound to a type 1 concept and other wacky junk, so that sort of fancy metaphysical manip would be required unless I'm missing something.

Also, having a Heart resists some of Disturbing Presence's effects

It affects quite literally everyone that exists in the verse, TBH that's just an implicit thing right now with how broad that is by definition. Memory hax still requires interacting with the heart, that much is made a constant plot point and was agreed on in the Bill Vs Sora match.
