depends.
If the Principle is based on a group of thought and understanding. probably not

but if it's an Underlying Principle to which reality adheres, then maybe yes. but only if it exists as an idea and not just as a law.

What separates Law and Concept is pretty much how
A concept is an abstract idea of something which exists under a logical idea.
You can have the law of the lever that dictates how the lever works. But the Concept and idea of a lever is what defines what constitutes/represents as a lever
the Law dictates what they can do and how they work in reality or more. The Concept is the foundation to define what are these objects being subjected to the law.

That's why we can have a concept of the Law to define what makes something a law
while we can also have the Laws of Concept to say how these concepts should work logically.

normally they shouldn't be the same but in certain fictional circumstances, they can. But, I don't have the right examples atm
