Hair Manipulation is the ability to control hair, generally one's own, and use it in combat, generally to attack others with thick tendrils of hair, though many users can manipulate their own hair more precisely to make more complex constructs. The hair of many users is also prehensile, allowing them to manipulate and lift objects.

A requirement of this seems to be "and use it in combat"; a Saiyan's hair transforming and standing up (or growing, in the case of Super Saiyan 3) has no combat use to it. It'd be like giving Piccolo "Skin Manipulation" because his skin changes from green to orange when he transforms.

That'd mean we'd have to give the ability to everything with any teeth or fingernails at all, which would leave everything that isn't Nemo or equivalent having the ability.

It refers to weaponry that's actually suited for battle. A shark's teeth qualify because they actually work; a great white shark's mouth might as well be a vice filled with knives. Human teeth are literally less suited to battle than human feet, knees and elbows.
