Someone who relies entirely on their stats and literally nothing else. Basically a flying brick without the ability to fly.

Those are rarer though. You often get characters that are just strong and that’s about it. I’d argue that most characters in fiction (or at least the ones who lend themselves well to powerscaling) fit in that bracket.
I know that but you asked what it meant and I was just explaining the term. I don't personally use it but I understood what it meant. Prime All Might is just an especially notable example of it since dude canonically doesn't dodge or use skill in any meaningful way, he just purely relies on stats.
 
is there a multplier or a ranting for deku only using gear shift its gonna be upcoming in my 6a tournament his key say’s high 6-a with fajin and gear shift country+ with fajin but nothing on his AP with just gearshift?
 
I read All Might's page and came across this:

We're scaling Weakened All Might to Deku's Smash because it was intercepted by Kurogiri, who is slower than Weakened All Might. Since One For All cannot enhance speed and power separately, if Deku was slower than Weakened All Might at this moment, that means he was weaker than him as well. Note that Deku wasn't using 100% when performing this feat because he was heavily tired and injured, and was said to be on his last legs.

With that in mind, could Prime All Might be FTL+ via the 60x multiplier?

Yeah. It's on Hawks's page as well.

That's not what that meant.

Non-Specific Example (AKA: This never happened): Izuku's punch cannot have the strength of 10% Full Cowl, while it only moves at 5% speed.

Speed and strength are not "equal" to each other. Being 60x stronger doesn't mean you're 60x faster without evidence.
