Question about 1-A constructs and if a certain statement would disqualify for 1-A?

Can a 1-A structure have a foundation or a floor feeling to beings in witch they can walk in that 1-A structure. Here is what is stated about the structure in question:

No, a good portion of 1-A and above verses with R>F stuff have this kind of stuff, as their reality just behaves the same as a normal one beyond their relation to a given baseline reality.

However, I don't think this case qualifies as it seems to imply that characters from the lower reality can just go to the higher one, if there's no explanation for how this is done in a manner that'd still respect the expected nature of a qualitative superiority, then it can't be 1-A as it's a direct anti-feat. Also keep in mind that transcending space and time on its own doesn't grant any tier, so the evidence is lacking either way.

The character from the lower reality is able to go hear because he is brought there by God. And the statements about the structure states that it doesn’t just transcend space and time but structure as well.

The thing is that the constraints given by being bound to "structures" isn't elaborated on, which isn't helped by the term itself being so broad that taken literally would make this a tier 0 statement (which would be incoherent given the implicit anti-feats such as having hierarchies above it (which are cosmological structures strictly speaking, also), displaying change, etc), so in the best case scenario this is contradicted.

Well either way paradise is above The Multiverse and The Multiverse is explicitly stated to contain all possible dimensional structures in it Which makes it L1-A. So through qualitative superiority it’s reasonable for Paradise to be 1-A and Heaven to be at Least the same.
 
Eh, that'd depend on if the Low 1-A stuff is already accepted to begin with, but either way just being above a Low 1-A structure doesn't inherently yield 1-A, as it's a tier with no cap as far quantitative stuff is concerned, which is important as 1-A has a qualitative superiority as its requirement. In plain terms, having a superiority over a Low 1-A structure doesn't inherently make it a qualitative one.

I know that just “Transcending” or “Being Above” doesn’t grant Qualitative Superiority. In this context though The Multiverse is considered “Existence” or “Earth” but Paradise is considered “Heaven”. They are in completely different frameworks of each other. Either way thanks for answering my question.
