I'm unfamiliar with both characters, but it looks like Rick has an infinite AP adv with his Equipment.

From a glance the match either boils down to Rick incapping Sonic by freezing him or Sonic rewriting reality, given that Sonic doesn't appear to have any other way to bypass the type 8 immortality.
That said, I'm unsure on if Rick would immediately lead with the best possible option in spite of his info analysis and intelligence given that Sonic's details pertaining his precog resistance already showcase that even an omniscient entity couldn't foresee his acts, especially when adding the passive fate / quantum junk and a proper info analysis resistance on top.

Yes, for now at least.
On the other extreme Sonic has layered Time Stop and reversal (which Rick doesn't appear to resist) plus passive fate / quantum stuff preventing permanent ways of getting rid of him from being an option in practice, passive statistics reduction should also buy him even more time.

- Both of them have the same thing for that so neither of them can take real advantage of it. As far as I see neither will be put down permanently.
