Interdimensional beings gained the power to jump between time and space (which is most likely Timestream, the junction point of all time and dimension). Or something higher than we don't know, since they are accessing all of Marvel's media. Instead of using the power to take over, colonize, achieve more, etc, the multiverse, they perfected the science of archive. These beings harnessed this power to archive because they understood timeline shifts and differences between different parts of the multiverse.

In the synopsis, it stated they deal with Multiversal history. The history of the multiverse is constantly being archived at a nonstop rate. It refers to the comprehensive record of events, timelines, and occurrences across realities that make up the multiverse. It means the Network is connected to the multiverse.

The Network archives all iterations of the Marvel Multiverse in one, encompassing comics, games, films, animation, novels, and more. All those existences make up the Marvel Multiverse as a whole. It archives the narration of characters who have achieved a certain status in a special archive. Storm herself is actively being archived in the multiverse as she exists within. However, she is the linchpin of the timeline. This means major events around her mold and shift the timeline. The way Storm's character changes and grows strongly impacts the timeline. Since Storm's character itself shapes and shifts reality, her narrative history had to be preserved, making the Network Meta-Narrative level. It is archiving stories within a story. Which gives it some level of reality > fiction

The source being explained

Blue is a composite version of Storm made of the Network. She is the manifestation of The Network and has been a threat to the entire Network for centuries. She was contained in a hidden part of the Network that was stated to be impenetrable. This closed-off part of the domain is stated to be infinite and ever-expanding. The source of Blue's closed-off part of the Network was Storm and her endless memories from their past and alternate lives around the Marvel universe. These memories give access to each reality Storm once lived in or lives in. Making The Network a combination of Omniscience and Meta-memory manipulation. Similar to Memiroa (Final Fantasy IX), which holds memories of the omniverse, giving access to realities, timelines, etc.

The power of The Network expands to even MCU, one iteration of Marvel. X-Men '97 is a part of the MCU multiverse and animation. Storm, in this particular scene, had just lost her powers saving Magneto. Blue showed Storm this reality because her emotions have always been her downfall, and she's not living for herself. As shown in the What If animated series, Storm has infinite variants in the MCU multiverse.

The amount of power and size needed for The Network to archive not only the comic multiverse but also other iterations of Marvel is astronomical. It's also archiving the narrations of characters who impact reality. This means to pull all of this off, The Network is operating at powers beyond multiversal, most likely outerversal.

One can even absorb The Network as power as Storm did. Storm absorbed it in her essence to gain equal power to Blue, who was using Storm's alternate realities against her. This means that if one gets their hands on The Network to siphon its power or take control of reality, a lot of damage can happen. The editor/writer confirmed it's a permanent upgrade.

As stated before, The Network is actively archiving the multiverse to preserve it. The archivist accessed the 616 timeline to copy the narration of Storm to put her story in its own special archive. Blue took Storm and the 616 timeline in her hidden part of The Network. As Storm and the timeline got there, Blue changed reality into a possible reality for Storm. Shortly later, she was changing to various realites. When they finally got 616 back, they had to make sure there were no timeline variations due to Blue's motives.

It would be Outerversal. They are linking and archiving all of Marvel's multiverse from comics, animations, films, games, and more. They also connect and archive characters' narrations themselves on a meta level. As shown, Storm's narration is preserved since it helps expand Marvel's multiverse. We know narratives and stories come from a higher level of magic above existence.

She should have abilities like reality warping, data manipulation, tech manipulation, and spatial manipulation added. Also, plot manipulation since major events revolve around her narrative to mold and shift the timeline into new dimensions for Marvel.
