That's arguably even worse because at least TV Show Homelander has the most minor of experience these days fighting people who can actually fight back and hurt him.

So he scales a good deal above 14 Tons, while Beacon Ruby is 3.41 Tons over 4x weaker than Maeve.

Tbf to Comic Homie, he almost killed Noir (he was beyond ****** up). Though, is not like Noir had any combat experience himself

Skill is very clear cut if nothing else. I don't agree with the enormous level of skill often attributed to huntsmen by default, but we do know Ruby is considered better with her scythe than anyone but Qrow. Ruby has lots of experience fighting Grimm which vary enormously in form and combat style, as well as human enemies including other huntsmen who also vary enormously in combat form. All of whom can put up a solid fight at some point or another in Ruby's life.
In short, Homelander has less skill than the human thugs Ruby treats as fodder.
