    Does Doctor Manhattan have Quantum Manipulation Powers?

    Personally, I feel that Doctor Manhattan is bound within the laws of quantum mechanics and cannot manipulate them but only use their effects to his benefits, but maybe I'm wrong. Should quantum manipulation be added to his power set?
