It's not because Blast blatantly states that the extent to which God's powers can ignore distance, energy and size varies depending on the powers of the user. Not all of God's vessels are created equal.
The fact that the space blanket feat is just a Ninja Wall Blanket jutsu but on a cosmic scale leads me to believe that it has nothing to do with AP. He is moving the space around himself to cloak himself in it and disappear. He's not literally moving entire galaxies with his hand.

Speed of light is baseline, faster than light when burning ones cosmos and pushing their limits. Easy.
Actually every stat in Saint Seiya using variable depending on willpower.
