It's not because Blast blatantly states that the extent to which God's powers can ignore distance, energy and size varies depending on the powers of the user. Not all of God's vessels are created equal.

Speed downgrade is whatever. But what tier are you planning on having characters on Primarch levels. People like Daemon Angron (Who is below Sanguinius) have some absolutely insane feats even when not inside any Warp Storm.
Horus hit Sanguinius across 8th-dimensional angle before. I think the idea is that they are spatialess directions, the language is just being used metaphorically. You can't describe a 66th spatial axis so using a metaphor like "oblique" helps.
