How do you scale someone being imperceivable?

I'm currently learning scaling though threads on here and calculating Riki-Oh feats, but I'm new to it all and have no idea about how some things should be considered.
Riki has been scaled to Mach 72 in the first arc of the manga (though nobody's seemed to have approved it yet), and in the subsequent arc he faces Otto, who can punch so fast that Riki can't see his fists.

How big of a difference would there have to be between them in speed? Riki ultimately surpasses his speed, so I figured this would be a good place to start the speed upscale.
 
This is often dependent on how the verse views blitzes. Without any stated speed or timeframe this is just a blitz.

Edit: And since he's reading ki, he's not actually faster.

He throws a punch before Otto does when previously he couldn't, idk how that's not considered faster, even with that wording.

He can be faster physically but his reactions wouldn't be since he's using ki. You can post the whole fight to get a better understanding cuz this could just be them relative to each other but exaggerated since its a fight.

So there's three attacks that Riki throws once they're both underwater:
Attack 1: Riki punches first and sends Otto back flying.
Attack 2: They both go for a punch at the same time and Riki breaks Otto's arm.
Attack 3: Otto attacks first and Riki dodges and counters, sending Otto flying out of the water.
I think it's clear that he's relative by the end of the fight, considering that he can match Otto's speed and dodge him even when Otto throws first. At minimum he's relative/faster with ki usage.
 
Broken arm so its just weak/slower. Remember his body runs on the mechanical stuff inside.

You can do this without being fast as someone.

Imgur doesn't work on here anymore? Last time I made a post it was the thing I primarily used to show images, odd. Also no, it won't let me copy and paste pages from there to here.

Him throwing with the same arm that's broken is clearly an art mistake, since it's shown to be just fine in the panel he throws it. Satuwatari has this issue sometimes. Check chapter 69 pages 22/23, Mukai stomps with one foot but in the next panel it's the opposite one.

If Otto was still faster than him he would've hit first, but he didn't. Riki matched his punch despite both throwing at the same time.
