So if a character created a portal to a place within space-time and structure to beyond space-time and structure, what ability would that be?

The specific scenario is that a character is creating a portal for himself and another character to go from one reality to the other. The start of the portal is in a regular old 3-D reality, but the destination is a reality that is likely at least an L1-A reality because it exists above an H1-B+ reality.

So this would take these abilities out of the question:

1. Dimensional Manipulation
2. Dimensional Travel
3. Portal Creation

But as far as I can see, there is no ability that this would qualify for, so would it be a combination, or am I just not looking at the right abilities?

But he isn’t making a portal to the H1-B+ reality. He is making one to a Low 1-A possibly 1-A reality. The reality they are traveling to is literally stated to lack space-time and structure. So it quite literally wouldn’t be possible for them to travel to that reality just through dimensional travel, or space-time manipulation.

But he isn’t making a portal to the H1-B+ reality. He is making one to a Low 1-A possibly 1-A reality.

There's no limit to the range of Portal Creation. It is absolutely possible to use portals of like 1-A energy to travel to a 1-A reality. Stop overcomplicating things. If he makes a portal, then its Portal Creation.
