Garfiel already dealt with a blitz in his fight with Olbart. Like, he literally couldn't perceive Olbart. He was seemingly teleporting around him. Garfiel simply became accustomed to Olbart's way of fighting and began to predict him. And he used explosions too, though perhaps not to the extent Bakugou does. As well as being able to freely move through the sky and through the ground.

Needless to say they aren't simply tens of meters. I don't really think arguing this would be much more productive though. It's clear at the very least Bakugou has far greater versatility in applications for his explosions. They aren't really the greatest strength of Olbart's fighting style. Just one more tool he has amongst everything else.

What's important now would be to establish Bakugou's actual ap after amps and his heat level. And on the matter of ap what's going on with Garf's key? The op says it's using his arc 7 key and yet it's starting him at 6-B. He never even reached that level in this key. It's just a theoretical that we know he can reach with accelerated development even without the extra abilities he gains in his arc 9 key.

It doesn't really need to be fixed. If you pluck Garfiel straight from arc 7 and drop him into a matchup he can reach that level even without the evolution he underwent to enter his third key. He just didn't.
