This is Manga 17 and 18 vs Second Form Frieza. Speed is equalized and higher forms are restricted for Frieza. Frieza starts already transformed in Second Form, and fight takes place on Earth.

A 4× gap in his favor and he can ragdoll them to hell and back thanks to his Telekinesis too. He just hard counters the Android Barrier 17 has.

The Androids upscale from their future selves who are 5.92986678 KiloQuettatons, meanwhile 2nd Form Frieza is 12.645 KiloQuettatons. 2nd Form Frieza also scales to 1.12510471 Trillion Metric Tons when the Androids scale to 3,002,361.41 Metric Tons, both upscale heavily from values but Frieza does to a far greater degree.

So Frieza has a:

• 2.13242564616x advantage in AP/Dura
• 374,739.931793x advantage in LS

However 18 in the Buu arc can use the Kienzan which was an immediate threat for SSJ Goten and Trunks, who scale to 11.8597335 KiloQuettatons, which closes the gap to 1.06621282848x in AP but still inferior to Frieza. 17 can also use a barrier to take less damage from Frieza.

For abilities Frieza has Danmaku, telekenisis which should work on these characters who are inferior in LS, durability negation (though probably only for weaker characters since it was never utilized on even base Goku just Krillin), and paralysis inducement. The Androids only have infinite stamina/energy and are two separate targets who can coordinate which might be troublesome. Overall I think Frieza has this

His 3rd form can't be restricted because it doesn't change Frieza's tier.

By VSBW rules, you can't restrict abilities that don't change the user's tier. If you do then the match can't be added to their profiles and essentially becomes a Fun and Games thread.
