Preston’s (And his Hourglass) Low 2-C Attack Potency should be changed to Unknown, (As well as his range) as we don’t know if he’s affecting the Space-Time Continuum. Environment Destruction should be added back for Preston’s 7-B tier, however his durability still remains “likely City level” as he did survive the city’s collapse.

This is Time Manipulation again. "Destabilize time".
It doesn't say it affects the properties of atoms like you said tho.

It seems like all the scans you provided only towards to time manipulation. Unless you are able to provide more scans with further explanation. So far, all of them are only Time Manipulation, without space, physics and atoms being involved.
