Basically the title, is it possible to get an approximate value for such statement when we don't see the feat itself?

New York City or the entire state?

For either, I'd assume that it means a crater that takes up a considerable portion of the location's area. Maybe a crater with a surface area that is 5-10% the area of New York?

Specifically NYC
NYC Area: 1212.11 km^2

Crater Surface Area (5%): 60.6055 km^2
Crater Radius: √(60.6055/π) = 4.3922 km
Crater Depth: (4.3922*2) * 0.2 = 1.75688 km
Crater Volume (Half-Ellipsoid): 2/3*π*4.3922*4.3922*1.75688 = 70.984728858 km^3 = 7.0984728858e16 cm^3

Energy (Fragmentation of Rock): 7.0984728858e16 * 8 = 5.6787783e17 Joules (135.7260588 Megatons of TNT or Mountain level)
Energy (Violent Fragmentation of Rock): 7.0984728858e16 * 69 = 4.8979463e18 Joules (1.170637261 Gigatons of TNT or Large Mountain level)
Energy (Pulverization of Rock): 7.0984728858e16 * 214 = 1.5190732e19 Joules (3.6306720841 Gigatons of TNT or Large Mountain level+)
Energy (Vaporization of Rock): 7.0984728858e16 * 25700 = 1.8243075e21 Joules (436.01995698 Gigatons of TNT or Large Island level)
