The only thing that sets USJ Nomu apart from other Upper Tiers is that the doctor was confident he was comparable to All Might (he was wrong, he’s comparable to weakened All Might).

He is still an upper tier Nomu. He is a prototype. A stepping stone to create High Ends.

There is no actual distinction. It’s just incredulity on your part that the doctor can’t create more Nomu comparable to Weakened AM.

The High-Ends clearly scale to the USJ Nomu. Attempting to say otherwise ignores literally every statement given about them.

I really couldn't have wrote it better. Every indication we're ever given in the series that High Ends > all other Nomu's including the USJ one. I disagree with OP's proposal.
